BC Law Enforcement Torch Run® Award Winner Michelle Luca

For over 13 years, Staff Sergeant Michelle Luca of RCMP – Pitt Meadows has been a passionate and dedicated member of the Law Enforcement Torch Run® for Special Olympics BC. Her leadership, commitment, and tireless support of the LETR’s mission have made a lasting impact on her community.
In recognition of her outstanding contributions, Sgt. Luca has been named the 2025 recipient of the BC Law Enforcement Torch Run Award, an honor that celebrates exemplary dedication and advocacy within the LETR movement for Special Olympics. She was presented the award at the 2025 Ridge Meadows Torch Run on June 5.
From organizing and growing the annual Ridge Meadows Torch Run to leading Ridge Meadow's Polar Plunge, Staff Sgt. Luca is a dedicated and hard-working BC LETR member. Her involvement in the LETR began at the Coquitlam RCMP and carried over to RCMP – Pitt Meadows.
“Michelle always ensures that the core reason we all support the LETR is to assist our local athletes,” her nominators say. “She is fully passionate about LETR and the good it can bring to the community.”
The LETR is a global fundraising and awareness movement powered by dedicated law enforcement personnel who want to help Special Olympics athletes experience acceptance, achievement, and admiration through sport.
Annually in our province, BC LETR members generously give their time and talents to lead a range of fundraising and awareness events and initiatives in order to support Special Olympics BC athletes and programs and build inclusion in their communities.
In the Ridge Meadows Polar Plunge, Staff Sgt. Luca has captured the involvement of many local groups, including other RCMP detachments, corrections officers, conservation officers, private sector businesses, and media.
She comes up with creative ideas to spread the word of BC LETR events, such as through posting “Plunge Cam” videos on social media. “Each year that Michelle has been the lead for Ridge Meadows Polar Plunge, it has grown not just in donation but also in general size.”
Aside from growing the BC LETR movement, she has also worked to grow her understanding of how to best spread the joy of Special Olympics in her community. “After she had the privilege to attend the [2024 LETR] International Conference in Texas, she came back with even bigger ideas and drive to ensure the police community is fully educated and behind this very worthwhile cause.”
